Independent Evaluation of Design and Initial Implementation of African Stockpiles Program

The World Bank intends to hire consultants to carry out the assignment/services described below under a multi-donor trust fund.

The Africa Stockpiles Program (ASP) is a multi-stakeholder initiative, bringing together the skills, expertise, and resources of regional and global intergovernmental organizations, international and African NGOs, multilateral agencies, and the private sector and industry representatives. The aims to clean up stockpiled obsolete pesticides and pesticide contaminated waste, prevent future obsolescence and stockpiling, and provide capacity building and institutional strengthening on important chemicals-related issues.

The overall purpose of the evaluation is to draw early lessons in project design and implementation including the roles of partners in order to improve present implementation arrangements and the preparation of a potential second phase. The proposed study will be an independent evaluation of the Africa Stockpiles Program (ASP) from its conception in 2000 to early implementation through September 30, 2007. The study will evaluate the establishment, implementation and impact of the ASP to date and will present recommendations to inform the future design and implementation of ASP. The final recommendations of the study will be presented to the ASP Implementation Committee which oversees the implementation of the Africa Stockpiles Program and includes the FAO, CropLife International, Pesticides Action Network, the World Wide Fund for Nature and the World Bank. The evaluation will be carried out from November 2007 to January 2008, with the final report due by early February.

The World Bank now invites eligible consultant firms to indicate their interest in providing the services. Interested firms must provide information indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

Consultants will be selected in accordance with the procedures set out in Selection and Use of Consultants by the World Bank for Operational Purposes (AMS15.00). Interested consultants may obtain further information at the below address during regular World Bank business hours.

Expressions of interest must be delivered to the address below by September 19, 2007.
